BMF PORT BURGAS AD invites bids for the rehabilitation and modernization of railway tracks No. 91 and No. 92 at Burgas East 2 Port Terminal. The estimated contract value is EUR 3,232,425 excluding VAT, including a 5% contingency allowance. The contract is not divided into lots.
Bidders must hold the required registration for first-category transport infrastructure construction, professional liability insurance with minimum coverage of BGN 600,000, and a total turnover of at least EUR 2 million for 2023–2025. They must also have completed at least three similar construction activities within the past five years, provide a qualified team comprising a team leader, three key experts and at least eight non-key experts, and hold ISO 9001, ISO 14001 and ISO 45001 certifications or equivalent.
Bids will be evaluated on the best price-quality ratio: 55% for the technical proposal, 5% for the completion period and 40% for price. The submission deadline is 11 November 2026 at 17:30, and electronic submissions are not accepted. Bids will be opened on 12 November 2026 at 10:00 at 1 Knyaz Alexander Battenberg Street, Burgas.
Funding is planned through the contracting authority’s own resources and the CEF-T-2026-MILMOB Military Mobility programme. If the contracting authority does not conclude a funding agreement under the programme within three months of signing the construction contract, either party may request termination without a termination penalty.
