INVITATION FOR MARKET CONSULTATIONS

Subject: Invitation for market consultations for determining the estimated value of a commercial procurement procedure with subject: “Expansion and modernization of railway infrastructure within Port Terminal “Burgas East-2” and Port Terminal “Burgas West”, as parts of the Public Transport Port of Burgas “, divided into six separate positions.

DEAR LADIES AND GENTLEMEN,

In connection with the preparation of a commercial procurement procedure related to the expansion and modernization of railway infrastructure within Port Terminal “Burgas East-2” and Port Terminal “Burgas West”, as parts of Public Transport Port of Burgas, BMF PORT BURGAS AD hereby invites all interested parties to participate in the market consultations aimed at determining the estimated value of the procurement, by submitting an indicative price quotation by no later than 5:00 p.m. on 15 July 2026, in accordance with the templates provided for the following separate positions:

1. “Rehabilitation of railway tracks No. 3, No. 4 and No. 5 located at Port Terminal “Burgas West”, part of Public Transport Port of Burgas” – Separate position No. 1
2. “Rehabilitation and modernization of railway tracks No. 1 and No. 2 located at Port Terminal “Burgas West”, part of Public Transport Port of Burgas” – Separate position № 2;
3. “Rehabilitation and modernization of three station railway tracks at Port Terminal “Burgas West”, part of Public Transport Port of Burgas” – Separate position № 3;
4. “Rehabilitation and modernization of two railway tracks for handling containerized cargo at Port Terminal “Burgas East-2”, part of Public Transport Port of Burgas” – Separate position   No. 4;
5. “Expansion and modernization of railway infrastructure for handling containerized cargo through the extension of three railway tracks at Port Terminal “Burgas East-2”, part of Public Transport Port of Burgas” – Separate position No. 5;
6. “Construction of a new railway track in Logistics and Warehouse Zone Bozhurishte”, Bozhurishte city – Separate position No. 6.

Parties wishing to participate in the market consultation may submit their proposals via e-mail to: office@bmfportburgas.com

The proposals, prepared in accordance with the proposed template, must be signed by the participant or by duly authorized representatives and must clearly indicate the subject of the market consultation to which they relate.

We herewith inform you that the indicative price quotations submitted by you shall not constitute a bid for participation in the procurement procedure and shall not be binding in the event of subsequent participation in the procurement award procedure. By submitting an indicative price quotation, each participant in the market consultations agrees that the submitted proposal, as well as any other information exchanged in connection with the conducted market consultations, may be published in the Buyer Profile of BMF PORT BURGAS AD.

This invitation for submission of indicative price quotations is issued in order to ensure publicity and transparency in the process of determining the estimated value of the procurement.
